Welfare for People with Disabilities

To maintain the various basic rights for the disabled and to protect their opportunities in equal participation of society, thereby to promote independence and development. The Administration has specifically established the Disabled Welfare Section to take responsibilities in the planning and promoting physical disability related policies and welfare. The different measures for organization are described below:

I. Disabled Welfare and Rights Protection Policy Drafting
On July 11th, 2007, the “People with Disabilities Rights Protection Act” was amended and promulgated with adoption of the international health function and disability categorization system promulgated by World Health Organization (WHO) to define disability and promote disability verification and demand evaluation system, in addition to promoting relevant agencies with drafting or relevant sub acts and legal implementation.

II. Implementing Disabled Rights and Protection White Paper
The “White Paper on the Protection of the Rights for People with Disabilities” was approved by the Social Welfare Promotional Committee, Executive Yuan on May 26th, 2009 through the 14th Committee Meeting. The Ministry of Interior Affairs promulgated and implemented this white paper via Tai-Nei-Zi Letter No.: 0980129226 on July 30th, 2009, to plan for the near, mid and long-term accomplishment schedule of persons with disabilities in welfare service, medical care, education, employment, barrier-free environment, financial safety, and comprehensive issues. Such seven dimensions of requirement will be used as the vision and basis for the government to promote works that promote the rights and protection of persons with disabilities over the next 10 years.

III. Financial Safety
(1) Provide living subsidize to disabled persons: Develop “Disabled Living Subsidy Provision Method.” For total family income and property meeting the disabled will be issued of living subsidy each month.
(2) Disabled participating in social health insurance premium subsidy: Develop “Disabled Participating in Social Health Insurance Premium Subsidy Method and provide insurance premium according to the level of barriers.
(3) Provide vital equipment for disabled and necessary living assistive device with power subsidy: To cope with rising electricity bill that brings high family financial stress to disabled relying on vital equipment, the Ministry of Economic Affairs and the Ministry of Health and Welfare Affairs announced in the announcement of the qualification, scope of application, and electricity bill charging method for families with disabled.

IV. Living Care
(1) Home Service for Disabled: Organizing body care service, home affairs service, friendly visits, catering to home, home barrier environment and improvement of residential evaluation from the municipal and country (city) government.
(2) Community Care for Persons with Disabilities: The municipal and county (city) government shall organize daycare, community daytime operation facilities services, life rebuilding, temporary and short-term care, community residence, independent living suppers, catering services, recovering box service, (3) Promoting Community LOHAS Replenishing Station for Disabled: In addition to funding the organization of disabled community LOHAS replenishing station, the community residence and living service program facing adults with mental disability and those with severe disabilities could not be provided with the disabled operation activities access to the shelter workshop with independent training and cultural and recreational leisure.
(4) Institution Care: To continue the funding to disabled welfare institutions and organizing the disabled welfare institution assessment and disability welfare institutions for briefing, additional investigation and prohibited on institution without registration while taking aggressive measure in counseling the local social and political competent authorities with preparation of special institutions for chronic psychologically disabled.

V. Assistive Device and Resource Service Integration
(1) Develop the “Research Development and Service Approaches for Disabled Assistive Device with Resource Integration” in addition to routinely hold assistive integrated contact meeting.
(2) Funding for Disabled Assistive Device Fees: Develop disabled assistive device feeds and subsequent benchmark to combine with assistive device evaluation mechanism and promote public to purchase proper assistive device.
(3) Establish the central assistive device resource promotion center and funding for county (city) establishment of assistive device resource center for assistive device recovery, maintenance, rental, exhibition, and consulting.
(4) Funding for the organization of assistive device with maintenance services. The extending assistive device comes with self expiration.

VI. Individual Professional Services
Aggressive training for various disabled professionals who shall be selected and trained for disabled welfare service affairs in accordance with “Disabled Service Personnel Qualification Training and Management Guidelines” and “Disabled Service Staff Training Course.”

VII. Other welfare service activities
(1) Subsidize corporate institutions or groups with the organization of various disabled welfare service activities.
(2) Organizing outstanding disabled with presentation and other large events to correspond with the international disabled day with combination of governments and disabled teams organizing different system activities.
(3) Organizing “Disabled Welfare Institution Autumn Product Joint Promotional Activity).
