【Press Release】 Cross-network Collaboration Between Local and Central Governments for Social Safety Net

To implement the president’s inauguration announcement and fulfill the expectation of the public for the government to strengthen social security, the second phase of the “Social Safety Net Program II” was launched by the Executive Yuan on July 29, 2021. In an attempt to facilitate the local government to promote the Program more smoothly, from September 8, Lin Wan-I, minister without portfolio of the Executive Yuan has led the Ministry of Health and Welfare, Ministry of Justice, Ministry of the Interior, Ministry of Education, Ministry of Labor, and Council of Indigenous Peoples visit local governments and explain the contents of the Program. They also reviewed and addressed a number of issues raised by the local governments regarding the execution of the Phase I Program. In collaboration with local governments, we can ensure a stronger social safety net.

On July 29, after Premier Su Tseng-Chang received the report on the “Social Safety Net Program II”, he stated that this Program can enhance the integration and professional collaboration between ministries and agencies in terms of systems, expertise and public-private sector partnerships, heads of local government must also emphasize and put relevant mechanisms into full play. This will help build a diverse and quality service network in local areas so that all people in need in Taiwan can be well-looked after, helping Taiwan to improve and be a safer country.

Lin emphasized, constructing a social safety net relies on the work of the Executive Yuan, Ministry of Health and Welfare, Ministry of Justice, Ministry of the Interior, Ministry of Education, Ministry of Labor, and Council of Indigenous Peoples, as well as the collaboration of local governments and private organizations. By doing so, a community mental health and judicial correctional services system can be built, the capacity of the juvenile counseling system improved, and employment and social services integrated. This Program aims to tighten the social safety net via increased sources, additional manpower and public and private entity collaboration. To ensure that the Program is carried out according to plan, the Executive Yuan has organized a number of policies briefing seminars starting in Hsinchu City and Hsinchu County on September 8, 2021, in Taichung City on September 16, and then Hualien County, Kaohsiung City, Pingtung County, Nantou County, Chiayi County, and Chiayi City in October. Other county and city governments will also be visited to together promote a robust social safety net.
