In responding to the fact that the weakening of the caring function and the transition of the family caring model, SFAA hopes to provide services to empower and support family with family-centered approach. SFAA plans the integrated family support services from three perspectives: family bonding, support for family with children and family issues resolutions.

Family Policy
SFAA formulates and researches on family policy with three key principles: respecting family value, strengthening family function and responding to family needs. With the principles in mind, the policy includes the areas of family care and support, economic security, gender equality, family relation and residential security. Through integrating and monitoring related interagency initiatives, we hope to realize our goals of family policy.
Family Welfare Service Center
With family-centered principle as the pillar and community as the base, SFAA assists local governments on Family Welfare Service Center setup, serving as one-stop window for the public. The Center provides case work, preventive services, network of social resources and empowerment programs in order to meet the needs of local families and leveraging the community resources.

Single-Parent Family Welfare
SFAA provides subsidy for civil groups to organize support groups, legal seminars, parental education programs, courses on practical life information and campaigns for awareness of single-parent family rights. To encourage single parent to pursue higher education and increase their working capability in the labor market, SFAA designs Single Parents Empowerment Program.to provide:
    - Subsidy to the single parent’s tuition fees in general high school or vocational schools and higher education.
    - Subsidy to temporary care fees of the children when attending school.
    - A series of single-parent family counseling and referral services.

Assistance for Family in Hardship

The Act of Assistance for Families in Hardship aims to support families with economical disadvantage and under special circumstances. The implementing measures to assist the improvement of living condition include emergency assistance for livelihood, children living allowance, children education allowance, medical subsidy, children nursery allowance, subsidy of litigation, career development loan, etc.

Children and Youth Community Care Service Programs for Disadvantaged Families
In order to provide care and guidance for the disadvantaged families and their children, SFAA subsidizes civil groups to provide services of family visit, psychological counseling, after school temporary-care and day care, adoption-guidance voluntary services, simple housework guidance, parental education and parents-child activities and more. Our purpose is to reduce family care pressure, identify high-risk family and provide early intervention.

Children and Youth in High Risk Family Reporting and Intervention

To reduce the incidents of children and youth abuse, all the personnel in medical, educational and police departments who are aware of the children and youth receiving improper care due to family dealing with economic, parenting, marriage and medical issues, are obliged by law to report to the municipality and county (city) governments. The local governments then coordinate with related departments and offices to provide assistance in needs.

Monitoring and Counseling on Independent Living of After-Placement Children and Youth
To assist seamless return to family or community for after-placement child and youth and those who cannot return to family, SFAA provides its supports through
    - Supervising local governments on implementation of the follow-ups, monitoring and counseling of the after-placement and independent living support;
    - Subsidizing local governments working with civil groups in offering programs to assist juvenile independent living;
    - Providing living allowance, rental allowance, psychological counseling, job searching information and skills, social relief and aids and job training, etc.

Children and Youth Adoption System
SFAA supervises the services and establishment of children and juvenile adoption service providers in relating to the matching services for adopters and adoptees, such as placement, psychological counseling, preparation courses for parental education, interviews, visiting, investigation assessment, examination and follow-up counseling of the relevant parties. The Children and Juvenile Adoption Information Center is a subsidiary of SFAA, was established to preserve the records of the persons placing out the children or youth for adoption, adopters and the adoptees. The Center also provides services for information inquiry, search and reunion, consultation on adoption information and referral.

Implementation of Minor Child Guardianship, Commencement of Adult Guardianship and Assistance

To assist divorced parents to resolve conflict before juridical verdict, SFAA provides consultation services for the minor and their parents in divorce cases. Through the service, SFAA hopes to support the parents to sustain positive interactions and raise the children collaboratively to reduce the impact of divorce on children and to secure the children’s rights to grow. Meanwhile, SFAA supervises local governments and social welfare institutions on the execution of commencement of adult guardianship and assistance to protect the rights of senior and disabled people.

Teenage Pregnancy Support
The pregnant teenage girls can seek helps and consultations through National Teenage Pregnancy Consultation Free Hotline (0800-257085) and in the dedicated online location of http//www.257085.org.tw. SFAA subsidizes private organizations to provide early interventions for pregnant teenage girls and supports for their children. The services include home visit, counseling, parents interview, placements, medical care, adoption, child care and etc.

The Regulations and Management of Family Care Provider Registration
According to the Regulations and Management of Family Care Provider Registration which enacted on December 1, 2014, family child care providers are required to register at municipality or county (city) administration to be eligible to provide child care services. The regulations provide rules regarding numbers of child care, services content, registration process, fees and cost and the authorities duties on auditing, and supervision by local authorities.

The objectives of the Center are to:
    - Improve community child care quality and family care services
    - Assist local governments to leverage community resources and local culture
    - Design community-based child care resource centers

SFAA advocates on early discovery and early intervention on developmental delay children. SFAA provides the early intervention services for children with developmental delay by teamwork of professionals from social welfare, health and education. The services includes:
